E-Bulletin: OCP Amendment Bylaw Adopted - Community GHG Reduction
On May 10, 2010 Coquitlam Council adopted Official Community Plan (OCP) Amendment Bylaw 4110, 2010 to incorporate community greenhouse gas reduction targets, as well as a package of high level policies and actions in the Official Community Plan. This amendment positions the City to meet Provincial requirements (Bill 27, 2008) and sets direction for the final phase of the Community GHG Reduction Strategy process.
A copy of the adopted OCP Amendment Bylaw can be viewed through the following link. Prior to adoption of the Bylaw, the 2031 GHG reduction target was adjusted (from 20% to 15%) to account for a recent recalculation of the 2007 baseline emissions data which lowered the starting point for measuring emission reductions against future forecast years.

Community GHG Strategy Next Steps
The Community GHG Reduction Strategy process will continue into the fall to develop greater guidance for the high level policies and actions integrated into the Official Community Plan. More information on this process will be provided in the coming months.

BC BUILDING CODE – NEW STANDARDS
New standards for high-efficiency plumbing fixtures have been added to the BC Building Code, effective October 4, 2010. Information on the new standards can be found at http://www.housing.gov.bc.ca/building/consultation/het/index.htm
BC HYDRO ADVISORY
Re: Cost estimates for customer work on the distribution system, effective May 3, 2010.
BC Hydro recently reviewed the cost elements that are used in estimating distribution line work. BC Hydro materials and labour rates for electrical work have been regularly updated on an ongoing basis however this review also looked at other cost elements and took into account current construction practices and new safety requirements. As a result, BC Hydro will be updating the values used for its estimates for distribution line work – electrical and civil – to ensure that customer estimates reflect the actual cost of a job.
Starting May 3, 2010, customer cost estimate letters will begin reflecting these updates, resulting in a more accurate final cost to customers requiring an improvement, addition or a capacity increase.
BC Hydro’s credits to customers undertaking work on its behalf will also reflect this update.
Customers with a quote in place, calculated by the old values, will have their estimate honoured so long as they pay within the standard 90-day period.

City of Langley - Community Energy & Greenhouse Gas Emissions Plan
On Thursday, April 22nd, the City of Langley and its consultant, Hyla Environmental Services Ltd., hosted an Open House on the proposed Community Energy & Greenhouse Gas Emissions Plan. The Community Energy & Greenhouse Gas Emissions Plan will identify a target for reduced greenhouse gas emissions to be incorporated in the Official Community Plan as required by Bill 27, the Local Government (Green Communities) Statutes Amendment Act.
